Our Strategy

The Eastern Africa Farmers Federation (EAFF) is currently implementing its Third Strategic Plan (2021–2028), themed “Transforming Smallholder Agriculture into a Rewarding Investment.” This long-term framework guides the Federation’s efforts to transform smallholder agriculture into a viable, profitable, and sustainable enterprise while strengthening farmer-led development across Eastern Africa.

The strategy is anchored in improving the livelihoods of smallholder farmers through enhanced market access, effective policy advocacy, institutional strengthening, climate-smart agriculture, and inclusive value chain development. It provides a coordinated approach to addressing the structural challenges that limit agricultural productivity and competitiveness in the region.

Since the commencement of the strategy period has had three strategies, and EAFF has prioritized empowering farmer organizations at all levels, promoting sustainable and climate-resilient agricultural practices, and strengthening regional and continental partnerships. Particular emphasis has been placed on supporting agribusiness development opportunities for women and youth, ensuring inclusive participation in the agricultural transformation agenda.

Strategic Plan I (2008–2012): Building the Institution

The first strategic plan focused on establishing EAFF as a functional institution. Key achievements included building a secretariat with strong coordination capabilities, growing membership from 7 to 24 organizations, expanding to 10 countries, and creating strategic partnerships through MOUs with EAC, EALA, COMESA, IGAD, and private sector bodies.

Strategic Plan II (2012–2020): Deepening Service Delivery

The second plan shifted EAFF’s orientation inward to enhancing service delivery to members and contributing to the commercialization of the agricultural sector. EAFF deployed the e-Granary platform, contributed to policy reforms at regional and continental level, and strengthened its capacity to meet institutional goals.

Strategic Plan III (2021–2028): Transforming Smallholder Agriculture

The current strategy aims to transform smallholder agriculture into a rewarding investment opportunity. It maintains the four pillars of its predecessor while deepening advocacy for regional trade, strengthening knowledge management, prioritizing institutional development, mainstreaming climate change, and expanding commodity focus beyond crops to include livestock.
