Project Overview

The Agriculture Development through an Improved Policy Environment (ADIPE) is focussed on strengthening the capacity of EAFF and her member organizations in all elements of the policy cycle including problem analysis, validation, policy formulation, lobbying, policy tracking and monitoring. The overall objective of the project is to strengthen the lobbying and advocacy capacities of producer organizations to respond to agricultural development challenges in Eastern Africa by 2012. The project will address this objective in two ways. First, by building capacities in the fore-mentioned areas; and second, by undertaking activities in these areas, that is, actual identification of problems; formulation of policy proposals; validation of those proposals; lobbying and advocacy to policy makers and other relevant stakeholders; and lastly policy tracking. The scope of the project is the East African region, and the target groups are EAFF and nine (9) of her members in five East African countries – Burundi, Kenya, Rwanda, Tanzania and Uganda. Most of these members benefit indirectly from the project through participation in regional programs, while only five members have benefited directly through financial support towards national advocacy activities.

Project objectives

The project has two specific objectives:

To strengthen the capacities of EAFF at the regional level and EAFF members at the national level to effectively engage in all aspects of the policy-making process including problem identification, problem analysis, developing policy positions, policy formulation, policy lobbying and advocacy, policy implementation and policy tracking.
